Terms of Use
For school staff, and for parents and guardians of enrolled learners · Version 1.0, 15 September 2026
These terms describe how the system is meant to be used and are published so that staff have something to hold to. They are awaiting review and sign-off by the Municipal Government of Los Baños, whose decisions on equipment liability and on the handling of learner records at the end of the programme take precedence over anything written here.
What this covers
This page covers the ARAL Program tablet application used by learners, the staff portal used by teachers and administrators, and this website. It applies to anyone who holds an account or uses a programme tablet.
The programme is operated by the Municipal Government of Los Baños, Laguna in coordination with DepEd Los Baños, delivering the Academic Recovery and Accessible Learning Program established by Republic Act 12028. It is a public education programme, not a commercial service. Nothing is charged, and nothing is sold.
Accounts
Accounts are issued by the programme. They are not something anyone signs up for.
- Teacher and administrator accounts are created by an administrator and issued to a named member of staff.
- Learner access is not an account in the usual sense. A learner appears on their class roster and opens their own work with a short code. There is no email address and no password for a child.
An account belongs to the person it was issued to. Do not share a password, and do not sign in as somebody else. Every change to a learner’s record is recorded against the account that made it, so a shared account makes it impossible to say who graded a child’s work — which is the one thing the record exists to establish.
If you believe someone else knows your password, change it and tell an administrator. An administrator can issue a new one; nobody can look the old one up, because it is not stored in a readable form.
What accounts may be used for
A staff account exists to teach and to record the ARAL Program. Specifically, you agree not to:
- look up a learner you do not teach or administer, out of curiosity or on behalf of anyone outside the programme;
- copy, photograph, export or forward learner records to anyone outside the programme, including on personal messaging or storage services;
- publish a learner’s name, work, photograph or results — including in school materials, social media or research — without the written permission of the parent or guardian and of the programme;
- use the system, or any data taken from it, for anything other than delivering and measuring the ARAL Program.
Access is scoped by the server: a teacher reaches their own school’s learners, a school administrator their own school. Attempting to get around that scoping is a misuse of the account, not a clever trick, and it is visible in the audit trail.
The tablets
Programme tablets are property of the Municipal Government of Los Baños and are issued to schools for classroom use.
- They are for the ARAL Program and for classroom learning.
- A lost, stolen or damaged tablet should be reported to the school and to the programme as soon as it is noticed. Reporting quickly matters: a tablet holds a cached class roster.
- Do not install other applications, change system settings, or attempt to remove the programme’s software.
- Liability for loss or damage is a matter for the Municipality and the school, not for this page.
A learner’s work
What a child writes and draws in the workbook stays theirs. The programme holds it in order to teach and to measure, as described in the Privacy Notice, and may use it in aggregate — in a form from which no individual child can be identified — when reporting on whether the programme worked.
A learner’s work is not deleted when they finish. A record can be archived, which takes the learner off the active rosters while keeping their work and results intact, because those results are the evidence the programme is measured on under RA 12028.
Availability
This is a public programme running on modest infrastructure. The service may be unavailable for maintenance, for connection problems, or because something has broken. The tablet application is built to keep working offline for exactly this reason: a learner can carry on with their chapter and the work uploads when the tablet next has a connection.
No guarantee of continuous availability is given, and the programme is not liable for lost teaching time arising from an outage.
Suspension
An account may be archived — which ends sign-in while keeping the records it touched — if it is no longer needed, if the holder leaves the school, or if it has been used contrary to these terms. Serious misuse of learner data may also be a matter for the school, for DepEd and for the National Privacy Commission.
Reporting a problem
If you find a fault, a way to see data you should not be able to see, or anything that looks like a security weakness, please report it rather than testing how far it goes. Write to the addresses below with enough detail to reproduce it. A report made in good faith will be treated as help, which is what it is.
Governing law
These terms are governed by the laws of the Republic of the Philippines, including Republic Act 12028 (ARAL Program) and Republic Act 10173 (Data Privacy Act of 2012).

The version and date at the top of this page change whenever the terms do. Staff will be told through the schools before a change that affects what they may do takes effect.
